This tech specs page seems to indicate that the Premium will have the B&O Sound system, but that the FE doesn't?

Is that correct, or am I missing something?

FE gets the B&O system, too.

Ford is treating FE as a limited availability option package for Premium. So it's all the Premium specs plus a few changes, but the audio system isn't one of the changes.
