Maybe I am missing something:

A new 2023 GT is $59,495 less the FTC of $7,500, comes to $51,995.

Do not know where you are seeing GT @ $59,495 this is what I see

And for FTC some do not qualify as there is an income limit, or for others they do not have $7500 (liability - but there are ways like Roth IRA conversion to generate liability).
