This is NOT the federal funding, this is a project before the federal funding. Apparently there are to be 4 locations, with 428 stalls (that's insane to anyone not living in California). Tesla may still be putting the chargers in, just not accepting the funding.

The 50 state NEVI installs will also require this type of payment, so this will be interesting going forward.

This is bureaucracy at its finest. Tesla installs Superchargers at one third the cost of anyone else. They could do so even more for non-Tesla EVs at the same low cost by not adding CC reading capability because you can use a credit card with their app to have super simple access and payment. They are a business, now making money with Superchargers and will continue to expand without subsidies, but there will be fewer of them compared to the clunky, unreliable, more expensive alternatives for the public to suffer with.
