If my charge log says I add 20% of kwh to the battery, should that 20% be based on the 75kwh battery or the availability battery power of 68 or 70 kwh (depending on who you talk to)?

20% of the usable power (68/70). If you look at the current session, you can see actual kWh added.

68/70 isn't dependent on who you talk to, it's model year. 2021 had 68 on the standard range, 70 in 2022. 2021s were then updated to 70. ER is 88/91.

Yes it would be nice to get the additional 17 miles that the 22s (247) vs 21s (230). Coming from a Tesla the radio silence from Ford is very frustrating. With the Model AWD YLR at $45k, 330 miles after the Fed incentive hard to imagine why anyone would buy a comparable MME for $20k more? Especially with the charging network is disarray and unreliable.
